Constitution, Bylaws & Proceedings

The Club has been operating for over 50 years.  With our extensive scope of operations, we have developed sophisticated Constitution and Bylaw documents to ensure we maintain full transparency in all our operations and a great service to the Wing Community!

Overview of Major ByLaws changes for 2025 AGM:

  • CONSTITUTION CONTENT: 19 Wing has implemented a common "19 Wing Clubs Constitution", which has led us to move all of the info that is specific to 19WCYC into our ByLaws. This has not resulted in many document changes throughout but no changes to intent or content.
  • BERTH ALLOCATION PROCESS (paras 77-79, page 18): a 'four draft' process has been proposed that avoids an annual competition for points in order to retain a berthage spot. At the same time, a minimum volunteer hours expectation is proposed in order to secure ongoing berthage.
  • TENDER DOCK (para 83, page 19): clarifies how tender spots are prioritized and assigned, how a designated spot can be secured, and adds requirements for tender management.
  • KEELBOAT RENTALS (paras 96-98, page 20): simplifies and clarifies the requirements to rent a vessel. Specifically, an annual checkout on a keelboat is required to ensure proper use of vessel equipment (since improper use is the single largest cause of vessel damage).
