Over the many years of playing basketball, a journey that has been deeply intertwined with CWO LeClair’s passion for the game and his commitment to the CAF, basketball has not only been a sport for him but a lifelong endeavor, one that has shaped his experiences and growth both as an athlete and as an individual.
For over three decades in the CAF, he has had the privilege of competing at all levels, from local teams to CAF Regional and National competitions, including 12 remarkable years with the CISM program as a player. These years have been filled with unforgettable moments, National victories, and challenges that have helped him grow as a player, leader, and teammate.
Through his time with the CISM program, he has had the opportunity to represent Canada on an international stage, competing against athletes from militaries around the world. These experiences were not just about the games themselves, but about the camaraderie and unity formed through sport, transcending borders and languages. Being part of the CISM Basketball program taught him the importance of discipline, perseverance, and the strength of working together as a team toward a common goal.
The love of the game of basketball has been a profound and essential part of his healing journey, particularly after suffering both physical and mental injuries from a roadside bomb in Afghanistan in 2010. The road to recovery wasn’t easy. However, basketball provided a way to regain both his strength and his sense of self. It became more than just a game – it became therapy, a way for him to reconnect with his body and his mind. Every dribble, every pass, and every shot he made on the court helped him rebuild his physical strength. The focus required on the court and the bench allowed him to momentarily escape the difficulties that often come with trauma. When he reflects on his recovery, basketball stands out as a pillar of strength, offering not just a way to stay active but a deeper source of resilience and mental clarity during a difficult and transformative time in his life.
With his experience, he is confident in his ability to make a meaningful contribution to this new role. Basketball has been a lifelong passion of his, and he is excited to continue supporting the sport as a Co-Patron, whether through playing, coaching, or sharing the knowledge and insights he has acquired throughout his career in the game of basketball.
CWO LeClair is a loving husband to Andrea, his wife of five years and a proud father of Cameron, Brianna and stepdaughter Petra.

He has been deployed four times, including missions in Afghanistan and in the Democratic Republic of Congo, and has held many staff and command positions throughout his career.LCol Michael Chagnon

LCol Chagnon was promoted to his current rank effective in June 2023.
Sports and weight training have long been passions of LCol Chagnon, throughout his military career. While not excelling at any one sport, he would participate in playing and organizing many sports at the intramural level, most recently as the Commanding Officer of the Canadian Army Trials and Evaluations Unit. LCol Chagnon always had a passion for the structure and rules surrounding sports, so it was a natural progression for him to start officiating. In 2022, he started refereeing basketball with the local Ottawa Valley Board as a way of giving back to the community and get more exercise, but it soon became much more than that. He focused his attention and time to take every opportunity to study and improve to become a high level official, attending training and camps; seeking feedback and mentorship along the way. In 2024, LCol Chagnon officiated the CAF Ontario Regionals and Nationals, both in Petawawa, and in 2025 officiated the Quebec Regionals in Bagotville. With his local board, LCol Chagnon was voted in to the Executive Committee in May 2025 as the Communications and Liaison Officer, an opportunity to help members and the board to run more smoothly and efficiently. He takes every opportunity to support members’ training and mentor new officials. As a dual member with the Gatineau board, LCol Chagnon enjoys officiating in both official languages, and continues to refine his communication skills interacting with his partners, players, and especially coaches. As of January 2026, LCol Chagnon has officiated over 900 games in under four years, enjoying all levels of play from U10 to U19 club teams as well as high school and CÉGEP. The highlights of his refereeing career, so far, have been attending the OFSAA girls’ provincial championships in North Bay in 2024, including being selected to referee the Gold Medal game, and officiating his first college/university game, a preseason matchup between Algonquin College and Université de Laval womens.
With his experience in uniform and on the court, LCol Chagnon is confident in his ability to make a meaningful contribution to this new role. As the Chief Official for Basketball, he is looking forward to train and mentor the current and future CAF officials and supporting CAF Basketball Regionals and Nationals in any way that he can.
LCol Chagnon is a loving husband to Erin, his wife of five years and a proud father of his daughter Zoey and step-daughter Taylor.

Lieutenant-Commander Patrick Sullivan joined Naval Reserves at HMCS Unicorn, Saskatoon in 1986. After graduating from Summer Youth Employment Program he enrolled as a Naval Communicator. As a Naval Communicator Lieutenant-Commander Sullivan served in HMCS Porte De La Reine, HMCS Oriole and HMCS Thunder. In 1990 Lieutenant-Commander Sullivan component transfer to Regular Force as Administration Clerk. As Administration Clerk served in 15 AMS and Base Orderly Room. In 1996 Lieutenant-Commander Sullivan component transfer to Reserves and enrolled Physical Education Program at University of Regina. Upon graduation, he became a high school teacher in Saskatoon. As a Reservist, he has been employed as recruiter in HMCS Nonsuch, basic recruit instructor in Borden and Chief Clerk at the Naval Reserve Coordination Centre in Esquimalt. In 2009 Lieutenant-Commander Sullivan component transfer to regular force as an Airforce Training Development Officer (TDO). As TDO, Lieutenant-Commander Sullivan was posted at Royal Canadian Electrical and Mechanical Engineering School in Borden, at Defense Public Affairs Learning Centre in Ottawa, at Director General Land Equipment Program Management in Ottawa. Promoted to Major in 2019, he was posted with the Canadian Forces Health Services Group Headquarter in Ottawa. In 2021 Lieutenant-Commander Sullivan retired from the regular force and joined HMCS Carleton. Lieutenant-Commander Sullivan’s operational experience includes Operation PIVOT (1995) clerk in Port-au-Prince, Haiti, Operation IMPACT (2020) CTAT TDO in Beirut, Lebanon and Operation PRESENCE (2023) TDO in Accra, Ghana.
Lieutenant-Commander Sullivan graduated from the University of Regina’s Physical Education Program in 2000 and the University of Victoria’s Master of Physical Education program in 2008. He holds an NCCP Advance Coaching Diploma Program from Canadian Sport Institute Ontario.
Lieutenant-Commander Sullivan is married to Michelle, and they have one daughter named Maya. On 15 January 2022, LCol Sullivan became Naval Reserve TDO Occupational Advisor.
