NPP organizations across Canada are acquiring diverse services with varying degrees of risk and value. To address the nature of these different arrangements and speed up the processing time, there are four templates:

  1. Basic Contract for Services ($1,000 and under)
  2. Simple Contract for Services ($15,000 and under)
  3. Standard Contract for Services ($15,001 and greater)
  4. Special Events Licence

  1. Basic Contract for Servicesis to be used for basic arrangements of a very short duration such as face painters, magicians, DJs, etc. An insurance requirement language is not included therefore contracting authorities must obtain the appropriate approval to waive it as per the NPP Contracting Policy. If a contracting authority wishes to request a proof of insurance from the contractor and attach it to the document, it is allowed. The total value cannot exceed $1,000 (plus applicable taxes). This template should not be used for long-term arrangements with companies that offer an array of entertainment services (one stop shop -balloons, magicians, bouncy castle, face painting, etc.) These registered business carry an increased risk by combining different activities. A Simple Contract for Services is required for these situations.
  2. Simple Contract for Services is to be used for contracts valued at less than $15,000 (plus applicable taxes) with no intellectual property ramifications. It contains basic requirements and provides an option to request insurance. The template is designed for firm cost contracts. A dollar/hour charge cannot be used with this template without modifications. For modifications, contact the NPP Procurement and Contracts Officer.
  3. Standard Contract for Services is to be used for contracts valued at more than $15,001 (plus applicable taxes).
  4. Special Events Licence is to be used for food and beverage vendors who are invited by bases and wings to provide services for special events (e.g. Canada Day, Air Show, Family Day). This licence is not a contract and cannot be used to replace a contract for services.
