Is the SMA Grant automatically distributed each fiscal year?
No. Each year, the SMA Grant will only be distributed after the annual report has been provided to the CFO/CFMWS. For more information see the SMA Grant Policy.

Can unspent funds of the SMA Grant be carried over into the next fiscal year?
No. Unspent SMA Grant funds cannot be carried forward into the next fiscal year.

Who must sign Annex C of the Delegation of Authority as the Manager or Delegating Authority for the incumbent’s acceptance of responsibilities for the SMA grant?
Similar to the positions listed on the delegation of authority tables, the recipients of the SMA grant do not require higher authority to sign their Annex C as their authority is issued on behalf of the Chief of Defence Staff under the authority of the Managing Director Non-Public Property.

What is a NPP ID, as shown on Annex C of the Delegation of Authority?
The NPP ID is the CF One Member number. If this number is unknown, insert the Service number (S/N).

Under what circumstances could a temporary allocation of a SMA Grant be requested?
Anyone given a temporary assignment or the authority to act on behalf of a Senior Military personnel who is eligible to receive the SMA grant could request a temporary allocation of a portion of or all of the SMA Grant. Requests must be submitted to and approved by the CFMWS MD NPP.

Can DND civilians be awarded with coins bought with SMA Grant funds?
No, civilians cannot be awarded coins bought with SMA Grant funds. As per the SMA Grant policy, coins are an acceptable use of the SMA CAF Recognition portion of the SMA grant which is for members of the CAF only.

Can family and friends be invited to a ceremony where SMA funds will be used for refreshments?
As NPP Beneficiaries, family members of current and former serving CAF members would be permitted to attend a ceremony where SMA funds will be used for refreshments whereas friends would not be permitted to attend.

Can SMA funds be used to top up another SMA account running out of money?
No, one SMA fund cannot be used to top up another SMA fund because each SMA fund shall be used for its intended purpose and within its allocated amount.

Can the SMA Grant Recipient delegate their SMA grant signing authority to someone else?
Yes. The recipient of the sub-delegated signing authority must complete Annex C of the DOA and the SMA Grant recipient must sign as the Delegating Authority.

In the case that there are no more funds in the SMA, can other accounts like M&W be used to replenish it until the SMA account has been topped up?
No. Each SMA Grant fund shall operate within its allocated amount and cannot be topped up.

Can alcohol be purchased under the SMA Representational Grant when hosting an authorized event?
The provision of alcohol is acceptable but should only be provided where protocol dictates with following the guidelines detailed in the PSP Policy Manual, Part 9-2 (Provision, Serving and Consumption of Alcoholic Beverages).

Is the SMA Representational Grant eligible to cover expenses for organizing or hosting a graduation celebration for students or members abroad (e.g., pilots graduating in Europe)?
No. Graduation ceremonies are public responsibilities and using NPP to cover expenses for a Public responsibility would be alienation of NPP.

Can unused balances be transferred from one SMA Grant account to another, particularly when funds in one account are unlikely to be utilized during the fiscal year?
No, one SMA Grant fund cannot be used to top up another SMA Grant fund because each SMA Grant fund shall be used for its intended purpose and within its allocated amount.

Are small appliances considered eligible purchases under the SMA Representational Grant?
No. Small appliances are not eligible purchases under the SMA Representational Grant. The following are considered acceptable use of the SMA Representational Grant:
a. costs associated with infrequent/impromptu meetings/visits with/of municipal, provincial, federal or international representatives as well as business community in regard to morale and welfare programs;
b. enhancements to public hospitality for change of command ceremonies;
c. support for ceremonies associated with appointment/end of tenure of Honorary Colonels – note that this does not include travel costs as this is a public responsibility;
d. enhancements to public hospitality associated with hosting foreign forces including the provision of mementos of a minor nature to respect tradition and protocol;
e. expenditures for the provision of mementos of a minor nature in respect to tradition and protocol that are not covered by public hospitality may also be made on occasion by the Spouse of the CDS, or of other members of the Armed Forces Executive Council, where they are related to the obligations to represent the Department or Command. To be considered allowable, the expenditure must be for a memento given at a non-DND/CAF event or activity where the Spouse is not accompanied and is attending in their capacity as a L0 or L1 Spouse;
f. attendance with escort at various community events; and
g. reimbursement of hosting or other expenditures that do not normally qualify for reimbursement from public funds. It is to be noted that enhancements to authorized public hospitality are also acceptable. -
Can a senior-ranking officer delegate a civilian as DOA on an account?
Yes, as long as the civilian has successfully completed the required training and certification courses, they can be sub-delegated authority.
