The Gander Military Family Resource Centre (GMFRC) is a registered not-for-profit corporation. The GMFRC is governed by a volunteer Board of Directors. The Centre operates as a partnership between the Board of Directors, 9 Wing/CFB Gander Commanding Officer and Director of Military Family Services (DMFS).

The purpose of the Gander Military Family Resource Centre (GMFRC) is, in collaboration with the Wing Commander, to enhance the quality of life, morale and well-being of the Gander Military Community by:

i. Developing services, programs and activities which strengthens the military family and all other segments of the Gander Military Community;
ii. Promoting and creating conditions which foster social and emotional well-being within both the military and civilian community; and
iii. Involving the military community in every aspect of the work within the MFRC and at every level within the organization.

This is accomplished through the delivery of services and programs. through its structure and procedures the GMFRC provides mechanism for community input. An annual needs assessment is circulated to Regular and Reserve Force members and their families for completion. Programs and services are reflective of community need.

The GMFRC operates in adherence with the following guiding principles and values. Attitudes and behaviours of all employees must reflect these principles and values:

i. PARTNERSHIP between the CF and the civilian spouses and families of service members (i.e., the Wing Comd and the Board of Directors);
ii. PARTICIPATION of civilian spouses of military members, as well as military members, in the planning, developing, management and evaluation of the GMFRC and its programs and services;
iii. PROFESSIONALISM in all aspects of the program and among the staff at the Centre;
iv. ACCESSIBILITY and AVAILABILITY to military families of the resources and services which have been identified as core;
v. FLEXIBILITY and DYNAMISM to reflect differences in demographics, the particular uniqueness of each family and community served, as well as social changes in peace or war;
vi. CONFIDENTIALITY, within legal bounds, for users of counseling and crisis programs and family support services;
vii. EVALUATION AND ACCOUNTABILITY to all members of the CF community for the effectiveness of the GMFRC, its programs and services; and Personnel Policies 7 Canadian Forces Base Gander Family Resource Centre June 2011
viii. EXPERTISEin all personnel responsible for the provision of programs, services, and management of the GMFRC, in the form of appropriate qualifications, and education/training/experience.
