The ACCF supports programs and services that connect members with high-quality child care options, expand the number of child care spaces and extend service hours to suit the unique needs of military families.
Targeted eligible organizations
Local MFRCs ,along with PSP and MFS teams may access targeted funding through Military Family Services (MFS) under Initiative 3 of the Enhanced CAF Child Care Program. This initiative focuses on strengthening child care services in special circumstances and enhancing the quality of existing child‑care‑related environments.
New funding model
The ACCF is structured into a robust framework - the Access to Child Care Fund (ACCF) Framework that establishes its structural and governance architecture.
It is organised into six (6) funding streams that offer support to funded organisations to aid implementation of immediate and tangible child care solutions for CAF members and their families.
The focus of the streams is to expand services within the MVFSP Strategic Framework, including information and awareness activities, navigational support, and tailored interventions for families managing relocations and absences.
Administered by MFS under the authority of MPC, this funding supports special-circumstance programming, including:
- Playcare and respite care
- Relocation-related care
- Early childhood education enhancements
- Inclusion supports
- Expanded services in underserviced locations
These investments are intended to increase the capacity and quality of child care available to CAF families and address the unique demands of military life, such as deployments, before‑ and after‑school care needs, respite requirements, and seasonal programming.
The process
Based on the GoC best practices, the ACCF introduces a new funding approach that strengthens accountability and ensures thorough planning, reporting, and performance tracking from the outset, helping demonstrate how funds are used and results achieved.
All proposals will be reviewed and triaged by MFS and recommended for approval to the Director, MPC Morale and Welfare Programmes. Once a decision is rendered, MFS will notify applicants of the outcome. Targeted calls for proposals will typically occur annually in Q1 and will be coordinated by MFS.
