  • When is the Annual Services Funding Application due?
    The deadline for the FY25-26 Annual Services Application is 22 November 2024, 23:59EST
  • How is the online submission data for the Annual Services Funding Application stored? What is the retention period for this information, and are there any privacy concerns?

  • Where can the Annual Services Funding Application workbook be found?
    For FY25-26, the Annual Services Funding Application workbooks will be distributed to each applicant via email. They are not presently accessible online.
  • Can the Application Declaration form be submitted without all required signatures?
    Yes, Application Declaration forms can be submitted without all signatures. However, completed forms must be sent by 24 January 2025, 23:59EST via email to [email protected]
  • Why are some submission fields marked as ‘if applicable’?
    Applicants are reminded that not all documents relate to Part B eligibility criteria are mandatory. Please refer to the pre-populated Funding Application Part B for what is required. Applicants must ensure that MFS has the most up-to-date version of all documents listed in Part B.
  • What are the indicators that a document is incorrect or has been denied?
    Following the application submission window closure, any issues relating to the Applicant Submission will be communicated via email from the MFSP Stewardship & Quality Management team directly.
  • What actions should be taken if the application submission window has been missed?
    If a Funding Application is not submitted within the application submission window, the applicant will not be eligible for FY25-26 Annual Funds.
  • Who should be contacted for application inquiries?
    All questions, concerns, and/or technical support inquiries can be directed to the MFSP Stewardship & Quality Management team at [email protected]
  • What are the Determinants of Wellness and what do they represent?
    The Determinants of Wellness are eight key areas that contribute to an individual's overall well-being. These determinants help military and Veteran families maintain resilience and withstand the challenges of military life. The eight determinants include: 
    1. Physical: Maintaining physical health through exercise, nutrition, and medical care.
    2. Psychological/Emotional: Supporting emotional well-being and mental health.
    3. Intellectual: Engaging in lifelong learning and stimulating mental activities.
    4. Occupational: Achieving satisfaction and balance in work or volunteer activities.
    5. Social/Familial: Building strong relationships with family, friends, and community.
    6. Spiritual/Moral: Fostering personal values, beliefs, and purpose.
    7. Financial: Managing financial resources effectively and ensuring financial security.
    8. Environmental: Living in surroundings that promote health and well-being.
  • The application workbook “select all that apply” drop-down function does not appear to be working. What are the recommended troubleshooting options?
    As a trouble shooting method, do ensure the workbook has been marco-enabled. You can check to ensure that macro's have been enabled by following these steps:
    1.         File --> Options --> Trust Centre --> Trust Centre Settings --> Macro Settings --> Enable --> OK
    2.       Drop-down options need to be clicked individually, and should be automatically added to your cell 
  • How to enable content in Microsoft Excel for the annual services application?
    The Annual Services Fund Application contains a series of ‘macros’ such as drop-down options and auto-calculation features. The macros must be enabled for the workbook features to function properly. 

    When you open the file, the following yellow message bar may appear with a shield icon and the Enable Content button. On the Message Bar, click Enable Content. You may need to do this every time you open the workbook. 

     
  • What to do if an “invalid extension” error message appears when submitting the Annual Services Funding Application?
    When saving the workbook prior to uploading only, ensure that macros are disabled, as uploading an .xlsm format is not permitted. For further guidance, please refer to the video. 

    Important Note: Applicant's must still enable the workbook macro's to successfully complete the application. The workbook should be saved as a macro-enabled workbook until ready to submit. For further guidance, please see step-by-step video: How to Save an Excel with No Macros
  • Part A - Is it necessary to update the organizational information?
    It is the applicant’s responsibility to review the pre-populated information, verify its accuracy, and provide any necessary updates or changes.
  • Part B - What must be submitted for the Mandatory Eligibility Criteria?
    Applicants must ensure that MFS has the most up-to-date version of all documents listed in Part B. Any criteria marked as “No” must be submitted.
  • Part C - What information is required for the Community Profile?
    The Community Profile requires information on your community’s population. See drop-down options in the Funding Application for details.
  • Part C - What information is required for the asset mapping and identified gaps?
    The collaborative relationships section requires information on current or potential partnerships within your community. These partnerships should focus on delivering services that support military and Veteran families facing challenges related to the military and family journey challenges.
  • Part C - What is considered a collaborative relationship?
    A collaborative relationship involves two or more organizations working together toward a common goal. In Part C of your application, list only the established or prospective partnerships that support service delivery for the three main military lifestyle challenges and three family challenges: relocation, absence, transition, mental health and well-being, finances and intimate partner relationships.
  • Part C - What information is required for the Collaborative Relationships?
    Please refer to the table below: 
    Field Description
    Determinants of Wellness Achieved Collaborative relationships are to be organized by primary Determinants of Wellness. In the instance where an organization achieves more than one determinant, please include it under the majority, or most appropriate. For additional information the individual determinants, see definition above.
    Name of Organization Provide the name of the organization offering services/resources to assist in support of the military and/or family journey challenges.
     Military and/or Family Journey Challenge From the drop-down list, select which military and/or family journey challenge(s) this organization is supporting. If there is more than one, please select all that apply.
    Type of Service Indicate the primary type of service the organization offers to military and Veteran families.

    Gap Analysis
    Please indicate the identified gap(s) in service for military families this organization supports.
    Please indicate the proposed service delivery to be offered with the collaborated organization.
    Risk Analysis Identify the type of risk(s) that exists in offering this service
    Please identify the mitigation strategies in place to decrease the potential identified risk(s)
    Please identify if and what the residual risk(s) would be once mitigation strategies are in place
    Identify who owns this/these risk(s) (this may include the MFRC, MFS, Base/Wing, etc.)
  • Part D – Why is column B not giving me drop-downs?
    Part D.1, Part D.2, Part D.3, and Part D.6 require a selection be made first in Column A, to produce dropdowns in Column B. Column B dropdowns are specifically generated based upon the level indicated in Column A.
  • Part D – What information is required for the Annual Services tabs D.1-D.3?
    Please refer to the table below for Military Family Services Program (MFSP) and Family Liaison Officer (FLO) annual services plan, Part D.2 Gener Based Violence (GBV) annual services plan, and Part D.3 Veteran Family Program (VFP) annual services plan additional information:
    Field Description
    Name of Service Indicate the name or title of the individual services(s) by which they appear in Penelope (Penelope service delivery entries should match this information; if the service is a larger overarching service comprised of multiple differently named events, please include all names in the service description). It is essential that this information is aligned with Penelope data.
    Innovation Using the drop-down menu, indicate if this is a new initiative, not previously funded through the MVFSP Annual Funds (i.e. services funded via In-Year funds may be included as a new initiative for Annual Funds).
    If a service is indicated as a new initiative, please indicate the identified gap in service it will address (this gap must also be identified in Part C).
    Total MFSP/FLO/GBV/VFP Amount Requested The direct costs to deliver this service excluding salaries, benefits, and MERCs.

    The total MFSP/FLO/GBV/VFP Request will auto-populate Part E, section B.2.1.
    Collective Impact If applicable, please indicate any required stakeholder collaboration with this service (you may select all that apply using the drop-down menu).

     
  • Part D – What information is required for the Service Delivery & M&A Staff Cost tabs D.4 – D.5?
    Please refer to the table below for Part D.4 – Service Delivery: annual salary/positional costs for the Military Family Services Program (MFSP), Family Liaison Officer (FLO), and Veteran Family Program (VFP) and Part D.5 additional information:
    Field Description
     Job level Select the appropriate level of service from the drop-down menu. You may select all that apply.
    Positional Description Brief description of the position(s)
    Ex: Assess clients’ needs, providing emotional support, information, assistance and facilitate referrals to service providers and mental health professionals
    FTE Status Indicate the Full Time Equivalent (FTE) for each level of service.

    A full-time position is equivalent to 1 FTE, determined by the number of hours considered full-time by the applicant organization.

    Ex. Two (2) staff work hours considered full-time and one (1) staff works hours considered half-time = 2.5 FTE  
    Salary Costs Please be sure to include entire staff salary cost containing Mandatory Employment Related Costs (MERCs) and Benefit Costs under the appropriate source of funding (i.e., MFSP, VFP, or FLO).
    Source of Funding Sources of funding (MFSP, VFP, FLO) total funding requests will auto-sum columns D, E, and F.

    The total cost will auto-populate Part E, section B.1.1.
  • Part D – What information is required for the Management and Administration costs?
    Please refer to the table below for Part D.6 – Management and Administration costs: board support and/or professional services for the Military Family Services Program (MFSP) additional information:
    Field Description
    Eligible Category Select the appropriate category from the drop-down menu.
    Eligible Expenses Select the eligible expense for that category (one selection per line)

    Note: AGM facility costs should only be requested once all other options have been considered (i.e. utilizing partnerships with different stakeholders such as PSP, Base, Community facilities at no/lower cost etc.)

    Note: Board travel is to be conducted in accordance with the local MFRC travel policy and should be restricted to instances whereby operationally necessary

    Note: Board member recognition should only be requested once all other options have been considered (i.e. utilizing partnerships with different stakeholders such as PSP, Base, National Volunteer Recognition Program etc.)
    Description Provide a description of the expense details

  • What information is required for Part E – Funding Request RECAP?
    The Funding Request Recap is a summary of total funding requests. Part E has two sections: Additional Funding Sources and the MVFSP Funding Request Recap.
  • Why is information regarding additional sources of funds required?
    A summary of anticipated external funds in support of service delivery (i.e. grants, loans, donations, base funds, etc.) is required to ensure proper allocation of public funds under the MVFSP and to better understand the financial landscape at each location should external funds no longer be available.
  • Why do some fields in Part E indicate “require manual input”?
    Eligible expenses under B.1.2, B.1.3, B.2.2, B.3.2, B.3.3, B.4.3, B.4.4 must be entered manually in Part E. These fields are not pre-populated.
  • Where can information regarding MVFSP program eligibility be found?
    Please refer to the Operations Manual, Chapter 4, for MVFSP eligible and ineligible expenses.
  • The overall management and administration request is showing 25% of the budget; is this okay?
    It is important to note that M&A should not exceed 20% of the total MVFSP funding requested and allocated by MFS. Should the M&A percentage supersede this limit, funding conditions may be imposed.
