- What is meant by NPP beneficiary?
- Can civilians be given grants and/or be included in the numbers when calculating local NPP Grants?
- For recreational membership fees that are subsidized with NPP, can the rates for civilians be the same as the rates for NPP beneficiaries?
- Is the “clothing grant” considered a NPP grant that cannot be used for civilians?
- Can divisions provide “branded clothing” for their employees?
- Are MFRC employees considered Staff of the Non-Public Funds (SNPF) employees?
- Under what circumstances can DND, NPF and MFRC civilians attend a NPP subsidized function?
- Can a NPP grant be given to a CAF MFRC?
- When referring to NPP beneficiaries, does the term CAF member include both Regular Force and Reserve Force members?
- Under what circumstances can civilians win prizes and/or gifts from NPP entities?
- We previously received a NPP grant for an amount that included civilian employees and we still have some funds left over. Can we use the remaining funds for everyone in the unit, civilians included?
- Annex A, para 5a refers to NPF/DND employees as part of the extended defence community and then throughout the rest of the document it references “civilians” as those that cannot receive a direct benefit from NPP. Does this means that NPF/DND employees are not considered “civilians” and can receive direct benefit from NPP?
- Para 11 states that no levies or any other form of assessment are to be made against a unit. Does this mean Base Fund can no longer receive a levy from mess bar?
- Can Units still charge a monthly fee to their members (i.e. $2/month) for the unit fund or is this considered a levy and is now prohibited?
- If desired, can the B/WComd delegate 100% of their authority to the Senior Manager PSP?
- Can Cat I Staff of the Non-Public Funds (SNPF), Canadian Forces be granted NPP Delegation of Authority (DOA)?
- Do PMC’s of a mess require a NPP certification and Delegation of Authority (DOA) if the mess manager reviews and purchases everything with the Deputy PSP Manager approving/signing the credit card recaps?
- Do club presidents or unit entertainment chairs require NPP certification and DOA if the Senior Manager PSP or unit CO approved all expenditures?
- Can volunteers be given Delegation of Authority (DOA)?
- What constitutes a NPP activity with a “limited scope” that does not require NPP certification?
- Has the CEO exception to include OUTCAN sponsored CFMWS employees as an eligible member of EUF been rescinded?
- Is it allowable for a NPP entity to give a “thank you” gift to volunteers (some of whom are not NPP beneficiaries) as part of an approved operating budget?
- When would the Managing Director NPP consider approving an alienation request to have non-NPP beneficiaries benefit from a NPP grant?
- Can we still use the money received from the Volunteer Recognition Program (VOREP) to recognize non-NPP beneficiaries?
- How do we fill out the DOA Annexes and who needs to sign/approve each one?
- While on deployment, are staff of the Non-Public Funds, Canadian Forces (SNPF CF) considered “personnel serving in a special duty area” and are therefore entitled to an end of rotation memento?
- What NPP benefits can be provided for a Public function/event such as the Soldiers Appreciation Dinner/similar events and who may receive those benefits?
