A division of the Department of Tourism, Culture and Recreation, the head offices of the Arts and Culture Centres are located in the St. John's Arts and Culture Centre.  The Joseph R Smallwood Arts & Culture Centre was opened in July 1971. The Centre houses a 400 seat proscenium theatre, a 25 metre swimming pool, and art exhibition area. The theatre opened in 1976.
