NPP Out Clearance

Clearing out of NPP Accounts ensures the member’s personal NPP account information is up to date and all local charges that should be ceased have been ceased. Mess Dues, Recreation Dues, etc. for the member relating to the old posting can be ceased and the member’s account can be transferred to the new Base to assist with the transition.  

In addition, as part of the out clearance process, any accountable documents, NPP Property Inventory Accounts (PIAs), Corporate Credit Cards or Standing Advances/Petty Cash, etc., that the member was responsible for shall be returned and the responsibility of the member released.

The authorized CANEX patrons list includes CAF Veterans; a Veteran is defined as any member who has completed basic training and been honourably discharged. The member must visit the local NPP Accounting Office or contact the National Accounts Receivable Office (NARO) and provide banking information to set up a Pre Authorized Debit (PAD) from their bank account to facilitate the balance of payments. 

While mandated collection from a Return of Contribution (ROC) is not allowed, if a member is receiving a Severance payout and/or final regular pay, the member can sign a Voluntary Admin Deduction form to allow collection.  The form needs to be signed by the member and provided to their Release Section in order to be actioned. This process is performed in cooperation with the Release Section, the local NPP Accounting Office, and the National Accounts Receivable Office (NARO).

Normally, payments cannot be deferred in this circumstance.  However, in exceptional circumstances deferment may be granted. Contact the National Accounts Receivable Office (NARO) for more details.

Currently, this practice is not in effect however, the implementation of remote out-clearances is under review. 

Yes, you need to clear out of the NPP Accounting Office prior to going on MATA/PATA because you need to change your payment method for all recurring NPP deductions that are currently set up to be deducted from your military pay. 

While on MATA/PATA, your military pay may not be sufficient to cover the monthly deductions thus you must change to either pre-authorized debit (PAD) or credit card payments to avoid payment rejects. 

It depends on the duration of the TD. For TD under 6 months, there is no mandatory requirement to clear out however, for TD over 6 months you are required to clear out. 

Yes. Before clearing out of the NPP Accounting Office, you should first clear out of the mess and community recreation (for any clubs you are a member of or for any family gym memberships). 

You should bring the following documents to the NPP Accounting Office when clearing out:
a.     PLCC (personal liability clearance card) for signature;
b.    Military ID;
c.    Banking information (required to change the payment method for members who are releasing/retiring or going on MATA/PATA leave);
d.    New home address (for members who are posted out);
e.    Personal email address; and
f.    New home unit information.
