What is meant by NPP beneficiary?
NPP beneficiaries means CAF members, their families and former members and their families. This definition can be found in the PSP Policy Manual.

Can civilians be given grants and/or be included in the numbers when calculating local NPP Grants?
No, civilians cannot be given grants, nor can they be included in the numbers when calculating local NPP grants.
As per the CDS DOA, para 10d, “Unit NPP grants shall not be allocated for the direct use on/for civilians. Unit grants shall only be provided on the basis of CAF members.”

For recreational membership fees that are subsidized with NPP, can the rates for civilians be the same as the rates for NPP beneficiaries?
No. The civilian rates should be equivalent to a non-subsidized membership fee. For more information, contact your local PSP office.

Is the “clothing grant” considered a NPP grant that cannot be used for civilians?
No. The “Fitness and Sports Instructor Clothing Grant” is provided to Unit Fitness and Sports Managers to provide funding for environmental clothing for fitness and sports instructing staff, as per A-FN-105 Chapter 10, Annex F. There are no changes to the entitlements of this grant.

Can divisions provide “branded clothing” for their employees?
Yes, employees can be provided “branded clothing” when it constitutes part of their official mandatory work uniform.
In circumstances where a division wishes to provide “branded clothing” as a gift to employees as a morale and welfare benefit, an alienation request must be submitted and approved prior to purchase and distribution. -
Are MFRC employees considered Staff of the Non-Public Funds (SNPF) employees?
If the MFRC is accounted for by the local NPP Accounting Office under the NPP framework, then the MFRC employees at that location are considered SNPF employees.
If the MFRC is incorporated and accounted for as an external not-for-profit organization, then the employees at that location are not considered SNPF employees.

Under what circumstances can DND, NPF and MFRC civilians attend a NPP subsidized function?
As per para 17b of the CDS Delegation of Authorities (DOA): Staff of NPF (SNPF), DND Employees, Foreign military members, the boyfriend/girlfriend/partner of a CAF member can attend a subsidized function at the same basis as the CAF personnel and their families.
Accordingly with CO approval DND, and SNPF civilians + guest costs would be the same as the CAF - this would include meal and conference room and other items such as draw prizes etc.
Employees of MFRC’s that are not accounted for as NPP are not “SNPF employees” thus, the subsidized cost per MFRC employee & guest would make up a direct benefit for which the B/W Comd would have to seek alienation authority from the MD NPP. Alternatively, the cost can be covered by the MFRC employee and guests as a ticket cost. -
Can a NPP grant be given to a CAF MFRC?
Yes. As per para 17i of the CDS DOA NPP grants to CAF MFRC’s are authorized exemptions to alienation.

When referring to NPP beneficiaries, does the term CAF member include both Regular Force and Reserve Force members?
Yes, the term CAF members includes both Regular Force members as well as Reserve Force members (Class A, B and C), Rangers and the Cadet Instructor Cadre when on a Class A or B contract.

Under what circumstances can civilians win prizes and/or gifts from NPP entities?
Civilians are eligible to win prizes and/or gifts under the following circumstances:
- When the civilians are paying a membership fee or an entrance fee that covers the cost of prizes/gifts
- As per para 17b of the CDS Delegation of Authorities (DOA): When DND and SNPF civilians are approved, by the CO, to attend a subsidized event on the same basis as serving and former CAF personnel and their families.

We previously received a NPP grant for an amount that included civilian employees and we still have some funds left over. Can we use the remaining funds for everyone in the unit, civilians included?
No. Although received under previous direction, the May 2023 Delegation of Authorities document reiterates that NPP funds are primarily used for the MW of NPP beneficiaries (CAF members, their families and former members and their families) therefore the remaining funds should be used to benefit NPP beneficiaries. However, as per para 17b of the Delegation of Authorities, the B/W/U Comd may approve the attendance of civilian attendees at a NPP subsidized event, such as a Welcome BBQ on the same basis as NPP beneficiaries. Alternatively, an alienation request can be submitted by the B/W/U Comd to the Managing Director NPP (MD NPP), through the CFO, for approval to utilize the funds to benefit civilians if deemed appropriate.

Annex A, para 5a refers to NPF/DND employees as part of the extended defence community and then throughout the rest of the document it references “civilians” as those that cannot receive a direct benefit from NPP. Does this means that NPF/DND employees are not considered “civilians” and can receive direct benefit from NPP?
No. NPF/DND employees are civilians and therefore should not normally receive a direct benefit from NPP. However, this does not preclude Base/Wing/Unit CO’s from authorizing NPF/DND employees to attend a subsidized NPP function on the same basis as serving and former CAF personnel and their families, as per para 17b of the Delegation of Authorities document.

Para 11 states that no levies or any other form of assessment are to be made against a unit. Does this mean Base Fund can no longer receive a levy from mess bar?
No. The prohibition of levies refers only to a higher formation or HQ levying fees or requiring a share of a subordinate unit’s NPP. Example: Division HQ wanting a percentage of a Unit’s NPP profits or sales or Air Command wanting a percentage/portion of Air Show profits.
As per the PSP Policy Manual, the B/W Comd may direct that up to 7% of the gross sales of bar operations be transferred to the Base/Wing Fund.

Can Units still charge a monthly fee to their members (i.e. $2/month) for the unit fund or is this considered a levy and is now prohibited?
No, this would not be considered a levy and is acceptable based on the Unit fund’s approved constitution.
Note: Constitutions must be in compliance with all NPP policies and procedures. -
If desired, can the B/WComd delegate 100% of their authority to the Senior Manager PSP?
As per table 1 of the Delegation of Authorities document, with the exception of Single Activity/Event Aggregate Non-Refundable Deposits which is 50%, the maximum a B/W Comd may delegate is 75% of their authority level.
However, an “F” on the table indicates “Full Signing Authority” within their area of responsibility and approved budget therefore 100% can be delegated. -
Can Cat I Staff of the Non-Public Funds (SNPF), Canadian Forces be granted NPP Delegation of Authority (DOA)?
No. As per para 31g of the CDS DOA, “An employee of the SNPF, Canadian Forces must be either a Category II or III to have delegated authority.”
However, this limitation does not apply if a Cat I is functioning in another capacity e.g. is the President of the Swim Club – they could then be granted delegated authority in that capacity. -
Do PMC’s of a mess require a NPP certification and Delegation of Authority (DOA) if the mess manager reviews and purchases everything with the Deputy PSP Manager approving/signing the credit card recaps?
Yes. The PMC, along with the other mess committee members, has the financial responsibility to the BComd for the mess and should be doing the procurement and invoice approvals. Mess managers should not be taking on additional financial responsibilities as this reduces segregation of duties and poses a greater potential for fraud to occur.

Do club presidents or unit entertainment chairs require NPP certification and DOA if the Senior Manager PSP or unit CO approved all expenditures?
All personnel that make decisions regarding expenditures should obtain their NPP certification, even though they may not actually be signing the invoices. The NPP certification course provides individuals with essential NPP knowledge.

Can volunteers be given Delegation of Authority (DOA)?
Yes. Official volunteers can be granted DOA providing they have completed the applicable NPP certification course.

What constitutes a NPP activity with a “limited scope” that does not require NPP certification?
As per para 29 of the CDS DOA, a NPP activity with a limited scope and scale of operations does not require NPP certifications if it meets the following criteria:
- a. A bank balance/entity fund balance less than $5K;
- b. Annual revenues less than $5K; and
- c. One single expense always less than $1K.

Has the CEO exception to include OUTCAN sponsored CFMWS employees as an eligible member of EUF been rescinded?
No, the policy has not changed. There is no intent to divert from the policy thus as Staff of the Non-Public Fund, Canadian Forces and DND public servants are not NPP beneficiaries therefore alienation will need to be sought by the National Military Representative (NMR).

Is it allowable for a NPP entity to give a “thank you” gift to volunteers (some of whom are not NPP beneficiaries) as part of an approved operating budget?
The issuance of gifts to non-NPP beneficiaries would constitute alienation of NPP if funded through entity operations revenue. An alienation request would need to be submitted by the B/W/U Comd to the Managing Director NPP (MD NPP), through the CFO, for approval.
In circumstances where a NPP entity has established a gift fund fully financed by contributions directly to the gift fund from its members and it is stated in their approved constitution that gifts may be given as a thank you to ALL volunteers including non-NPP Beneficiaries, it would be allowable.
Note: Constitutions must be in compliance with all NPP policies and procedures.

When would the Managing Director NPP consider approving an alienation request to have non-NPP beneficiaries benefit from a NPP grant?
Alienation requests are considered on a case by case basis and must include sufficient substantiation to justify the request.
All alienation requests need to be submitted by the B/W/U CO to the Managing Director NPP (MD NPP), through the CFO, for approval. -
Can we still use the money received from the Volunteer Recognition Program (VOREP) to recognize non-NPP beneficiaries?
CFMWS recognition programs were exempted from alienation by the CDS, therefore the VOREP policy remains valid.

How do we fill out the DOA Annexes and who needs to sign/approve each one?
The “DOA SOP – Completion of Annexes A, B, C & D” has been created to assist in completing the annexes.

While on deployment, are staff of the Non-Public Funds, Canadian Forces (SNPF CF) considered “personnel serving in a special duty area” and are therefore entitled to an end of rotation memento?
Yes. When SNPF CF are deployed to a special duty area, they would be considered ‘’personnel serving in a special duty area” and thus would be entitled to mementos IAW 17c of the DOA.

What NPP benefits can be provided for a Public function/event such as the Soldiers Appreciation Dinner/similar events and who may receive those benefits?
CAF members, and as per para 17b of the CDS DOA, with CO authority, DND and Staff of NPF (SNPF) civilians, could be provided with benefits such as eligibility for prizes or “1st free drink” or other items paid by NPP at the Soldiers Appreciation Dinner or similar events.
Note 1: If the civilian meals are paid for or subsidized with NPP and CAF meals are paid by Public this would constitute Alienation of NPP and would require MD NPP approval.
Note 2: Only DND and Staff of NPF (SNPF) civilians are covered under para 17b of the CDS DOA thus payment of any benefits for other civilian employees or contractors would also constitute Alienation of NPP and require MD NPP authority.
